I have been having similar problems but it is centered on my Yahoo account.
I have set up three accounts in Windows Mail all to check the same email
account at Yahoo. One uses the plus servers and the other two do not. The
problem is usually on the first of the three accounts encountered when I
click Send/Receive mail. I then click cancel and the other two work fine.
Sometimes the first works fine and the 2nd or 3rd one messes up. As an odd
coincidence, Since I just set up this newsgroup account and subscribed to
this group, I can select Synchronize All and all work fine, but if I try the
Send/Receive button I still get the error.
I will try your suggestion and delete all three accounts, restart Windows
Mail and then recreate the accounts. I'll report back the results. I do
not use Norton so that is not the problem.
