Not those.

I did have IE Watch., but I uninstalled that and it made no difference.

No difference.

It's very reproducible. I go to Microsoft.com and then to the download
center and then that download page hangs. Sometimes only the header
displays and sometimes, like now, nothing, just a white window with the
download progress bar at about 99%. And if I drag another window over IE
and then off, IE does not repaint it's window.
