You can limit the size of IE (Internet explorer) temp files, Under General
tab (tools > Internet options; under "browsing History" you can delete
immediately using the delete bottom and change/configure how much history
you want to keep by using the Settings button and making adjustments.

You have a lot of options; move folder to a disk other than your sysvol,
change how much disk space is devoted/allocated to temp files, how many days
of history to keep.

Other temp files, as well as paging.swap files can be move to disks other
than sysvol, its pretty much up to you to customize things outside of
default configuration. As someone mentioned, if temp files are being
generated at an excessive rate either some App is not cleaning up after
itself or you have configured excessive logging, generating errors way
outside of the norm.
