Because System Restore will not fix everything as you believe. It will only fix the original files that was used to install and it will put them back to their original state. It will not fix a virus infected system nor will it fix Office issue as it will not fix IE that was returned from a Beta incorrectly . It will certainly not fix the OP's problem with IE7 after the uninstall of the Beta 2 of IE8.
