Don't block a domain unless you are sure you will never want mail
from anyone in that domain.
Examine both the Blocked Senders list and Safe Senders list to
ensure that someone wasn't accidently put on both lists.

Regarding that one email address that won't block, make sure he is
not in your Contacts. Also, the next time that email gets through, click
on 'Message' (on the menu bar) and select "Create Rule from Message".
